August 29, 2010

Final two parades of the year in Story County yesterday.  We had a good group and two entries in Huxley and a big crew (including Kim Reynolds) and three entries in Nevada.  I always have fun at the parades, but it is nice to be moving into the home stretch of the campaign.

 

Just over 9 weeks left to make the case for the future of Story County.  In my role as interim Supervisor I will work everyday (all day!) to do the best I can in our current system and with our current budget.  I will continue to ask the tough questions, and be very willing to (politely) disagree with my two colleagues.

 

If elected, I will immediately ask that we thoroughly examine all our operations (meeting times, meeting structure, duties and responsibilities) and procedures, I will take a very hard line on our budget and its approval process, and I will demand that citizens be encouraged to be part of the entire process.

 

The conversation over the last week has been invigorating, and I have appreciated all of the (non personal) comments, questions and thoughts.  It is a good thing anytime the people are paying close attention to their elected officials…I welcome and encourage that continuing.

 

I started back in to my door knocking routine yesterday, and will continue today…I have been to just over 4,400 doors so far…my goal of 13,000 by November 2  may be a reach given my current schedule, but I will use each free day after business hours and the weekends to get as many as possible.  You may hear a knock on your door a see my smiling face on the other side…

 

Three issues on this week’s agenda that I expect to generate some good conversation on Tuesday morning: 1. initial plat approval on the Rose Prairie subdivision just north of Ames, 2. A request to hire a facilitator for a Code Enforcement work session, and 3. The purchase of 10 acres for wetland mitigation (dealing with a road project).  The agenda and details are available at:

We had a really nice gathering at Ray Lounsberry’s farm tonight.  About 50 people came out on a beautiful evening to hear Bill Northey and others speak.  I will post the video of my short talk later this week.

 

August 24, 2010 - A

Board of Supervisors meeting went as expected this morning.  While I am disappointed that the citizens of Story County will not get to vote on moving to 5 Supervisors this year, I view it as the start of a 4 year process to restructure and streamline Story County Government.  If it was going to be easy, it would have been done already.  I am appreciative of the fact that Wayne and Jane were willing to discuss the matter, and thought the public comments were outstanding.  I have appreciated all the emails offering support and asking questions.  This is how it is supposed to work.  I will listen to the audio of the 2 and a half hour meeting a see if there are any clips to post to give you an idea of the proceedings.

Tomorrow will start my first full week as County Supervisor.  Tuesday morning at 9:30am will be my first public meeting in that role, and I will move a ballot issue to allow the people of Story County to vote on the issue of 3 or 5 Supervisors as laid out in the Code of Iowa.  Make no mistake, it is a complex issue and (for a change to 5 by district) requires two ballot measures, a Redistricting Commission, should have a Citizen Committee to determine the appropriate duties, responsibilities and time requirements and  a recommendation from the Compensation Board on the salary (based on those duties and responsibilities).

 

It is a process that would take two years to complete (from passage of the first ballot measure) as laid out by the Code of Iowa.  That process begins by the question of 3 or 5 Supervisors being placed on the ballot which can either be forced by the public (with a signed petition of at least 10% of the number that voted in the Last General Election – about 45,000 in 2008) or by Resolution of the Supervisors before August 25.

Just got home from a wild day.  I am honored to have been appointed as County Supervisor for the next 12 weeks and excited to get to work for the people of Story County.  There is no doubt that this complicates the campaign, but I love a challenge.  I have talked and written for 30 months about my vision for Story County and the type of Supervisor I would be…now the rubber meets the road.

Challenging week but really encouraging as well.  The first half of the week was pseudo normal campaigning.  Great coffees with several groups…there is no doubt that this appointment to fill the open seat has captured the attention of many in the community. Most people seem to feel that the best person available should be appointed.  I have expressed my interest in filling the position and will leave it at that. 

 

Tuesday’s BOS meeting was the first since Strohman’s departure and felt disjointed.  Wednesday morning we got 5am call requesting volunteers to fill sandbags, so Calli and I got the boys out of bed and headed to S Duff to assist.   We spent about 6 hours with almost 100 other volunteers working to provide sandbags to those in need as the water rose…this community is amazing!  The rest of the week will be wild with the clean-up.

James Strohman just announced his resignation from the BOS effective on August 9th.  I have expressed my interest in filling the vacancy and will wait to hear what happens next.  Apparently, the vacancy is filled by a three person committee – the Auditor, the Recorder and the Treasurer.  While it would make the final 88 days of the campaign more hectic, I truly believe that I am the most prepared, best qualified person available, and that I would be a benefit to the citizens of Story County over the next several months.

Who really believes that the best way for the U.S. to get moving in the right direction is to tax, borrow and spend MORE???  Come on!  The simple fact is that ALL taxes are funded by us…the property owners, earners and job creators…either directly or indirectly.  The prudent way forward at all levels of government is to set clear goals and priorities, fund the things we must do and the things we should do, and hold off on ALL unnecessary spending.  We can and must do it.  This is not a partisan issue…it is an American issue.

I had a great weekend.  Parade and festival in Zearing, car show and street party in Gilbert, Sunday breakfast with FBA and a lot of positive feedback while door knocking.  The shift from the summer campaign to the fall push is getting close.  We host our first fundraiser (At Paul and Linda Livingston’s house on Tuesday at 5pm) and I get to judge the bucket calves at the Fair on Tuesday morning.

 

This is really fun!

I had a great day! The calls and emails thanking me for taking a stand against the autocratic practices of our Board mean more than you can know.  I had a lot of fun door knocking the last few nights – had a blast at the Gookin house for a Renee Twedt fundraiser, got to enjoy a beverage with Rick Good and the Zearing crew, and ate too much sweet corn in Collins, but love how engaged people are in what’s happening. The fact that strangers are now starting to approach me to discuss Story County is a GREAT sign. Lauris Olson has a great article on the mental health crisis in Story County and a strong (and dead on) editorial about Wayne’s behavior on Tuesday (http://amesnewsonline.com/category/news/commentary-letters/olson-candidates-are-citizens-too-so-dont-stifle-their-right-speak), and Jennifer Meyer covers the metal health story, as well as campaign finances for the County candidates (http://amestrib.com/articles/2010/07/22/ames_tribune/news/doc4c486a88c08e4693469674.txt).  Let’s keep it going.

Disappointing day at the Supervisors meeting today, and sadly, further confirmation of just how broken and dysfunctional the current system employed by the Supervisors really is. 

 

The details: On Monday, while reviewing Tuesday Board Agenda, I noticed an item on the Consent Agenda (no discussion) that I felt strongly needed further consideration…A one year extension of a consultant to the Board at $100 per hour.  I immediately wrote a quick email to the Board asking that the item be removed from the consent agenda and asked that citizens (including all three Supervisor candidates) be allowed to have input on the matter as it would affect the FY12 Budget (for which the new Board will have responsibility).

 

On Tuesday, I arrived to the Board meeting early, filled out the required “request to speak” form and waited for the meeting to begin.  Prior to the meeting Wayne told me that he would use “Chair’s prerogative” in determining if he would “allow” me to speak to the issue, which I found strange.  Once the meeting began, I was pleased that Supervisor Clinton pulled the item for discussion as requested.  The Supervisors had a discussion about the issue, all the while I waited to offer my perspective along with (possibly) the other candidates that this issue may impact.

 

At that point Wayne decided that his power as Chair of the Board entitled him to declare that no members of the public would be allowed to speak to the matter…relevant audio (6 minutes and 7 seconds) here.  I need to also point out that I have witnessed several occasions where Wayne has allowed members of the public to speak to an issue that they deemed important, but not today.

 

So, I used an opportunity at the public forum to question how items are put on the Consent Agenda and my expressed displeasure at not being allowed to speak to the issue prior to its decision in a PUBLIC meeting.

 

Finally, tonight I sent Mr. Clinton a follow up email expressing my frustration at his handling of the situation and Story County’s complete lack of adequate procedures for the conduct of their meetings…the complete email string is available here.

 

Things have to improve…the days of avoiding public input, secretive and veiled decisions being made by the Board have to end.  It matters.

 

Oh yea, and how sadly ironic is it that on the day that our Supervisors approved a waiting list (for the first time ever!) for our citizens with mental health issues, they also approved a one year extension for a $100 per hour consultant for their office… what are our priorities?

Things are really starting to take shape.  It was another great week full of meetings, door knocking and events.  Standard BOS meeting Tuesday followed by an outstanding town hall with Congressman Latham…over 120 enthusiastic people engaged in a conversation about the direction of our country.  Tuesday night was an exceptional Story County GOP fundraiser at the new ISU Alumni Hall.  On Wednesday, I had some great donor calls followed by a Planning webinar to discuss the new Iowa Smart Planning legislation.  Thursday and Friday saw more meetings, more door knocking and a fun gathering of the Story County Farm Bureau for their Annual Meeting.  A great parade in Colo, ribbon cutting at the new FLC of YSS and a large canvas by our local GOP (thanks for pulling it together Jim and Bob). All said and done, we passed 2,000 doors knocked, got some wonderful commitments of support and continue to be enthused about the possibility of a couple additions to our local ballot.  Things are taking shape!

Phenomenal week.  We hit the 1500th door in door knocking, are halfway through the parade season and can feel the momentum starting to build.  There is no doubt that more people are aware of the actions of and challenges facing the Supervisors this year than in 2008.  I had several outstanding one-on-one meetings this week, and the possibility of strengthening the local GOP ballot has me (and others) feeling that 2010 could be a special year here in Story County.

Good day of meetings, Rotary and a Pork cook-off of 4 FFA groups in Nevada.  Colo-Nesco, Collins-Maxwell, Gilbert and Nevada all did great jobs with product supplied by Fairway.  Good to visit with my pork producer friends.

Friday was my first rural door knocking of the year and the first time I was caught in a storm.  It presents a different dynamic in that (due to the distances from door to door) you drive rather than walk so fewer doors hit, but probably more value per door knocked.  Today, I will spend some time at the Izaak Walton League – Jax 2010 Shootout.

Another day, another event.  This was the coming out party for candidate Renee Twedt hosted by Bill and Monica Fedeler. She is a great candidate and really fun to be around. 

Door knocked parts of Beach, Cessna, Friley and Gaskill…lots of d’s but mostly really nice people, a couple “yellow dog” democrats (someone needs to explain to me how anyone could be proud of being such an ideologue that they admit that they would support a “yellow dog” if it was a democrat) one of whom was downright rude.  Ahh yes…just part of the deal.

Attended the Campustown revitalization town hall at 6pm...fascinating concept, worthwhile project but lots of moving parts and a long way to go.  Get informed, get involved and make your voice heard.

RPI hosted a wonderful event for Tim Gartin at Dick and Genie Johnson’s house.  Great to see so many friends and neighbors at the packed event.  Lots of energy and enthusiasm and (dare I say) hope for November 2010.  The plain fact is that government cannot continue to spend more than it brings in and expect any result other than catastrophe.  Here in Story County, since 2006 (and including the new budget), we have spent $16.6 million MORE than we have brought in, and we have borrowed $12.5 million!!!  This is Story County…we deserve better than that.  Our kids and grandkids deserve better than that.  I am happy to report that the public gets it.  This is not a partisan issue and in door knocking (400+ doors so far – just getting started) it makes no difference what party someone normally supports, we all agree that we have to control spending and make sure that we live within our means.  I AM FIRED UP!

WOW! Packed house at the Victory Tour at Latham Headquarters. Great to hear from Governor Branstad, Matt Strawn, Matt Shultz, Brenna Findley and our own Dave Jamison. I got to speak along with Gartin, Bacon, Sevde, Deyoe and Twedt. I shared the fact that here in Story County, our Supervisors have spent $16.6 million in excess of revenues since 2006 and that in that same period we have borrowed $12.5 million for our children to repay. Lots of energy in the room...even one dem who was checkin us out.

Great day on Monday. Meetings galore capped with a packed Business After Hours. There is no doubt that people are more aware of and engaged in the Supervisor race in 2010 than in 2008. That is GREAT news!  I am now a member of Rotary (Ames Noon) and am glad to be part of a group that does so many wonderful things for the community and the world.

Primary Election today!  Good Live Blog with the Trib that afternoon with a lot of good questions and only one person with a clear Anti-Rick agenda.  We find out tonight what the next 146 days look like in the campaign. Let's go!

Tomorrow marks the beginning of the race to November.  State wide the GOP has contested races for Governor, Secretary of State and Treasurer (Go Dave Jamison!).  Locally, the democrats are in a heated battle for the two ballot spots for Supervisor.  It appears that the core of the party has decided against Strohman, while the Trib endorsed Strohman and Martin for the primary.  It could go any direction and will be (I believe) very close.

Please take the time to vote tomorrow.  If you would like to vote in either primary, you need to be registered with that party, but it is a simple process (at the polling place) to switch from one party to another, or from no party to a party.  Then (if you would like) you can switch back to where you were before by sending in the request to the Auditor.

This is our County, State and Country; please take part in the primary process.

Now the fun begins!

Tonight is the final forum before the primary…hosted by the League of Women Voters.  It is at the Ames City Council Chambers and will be broadcast on Mediacom channel 12 at 7pm.  It will be rebroadcast tomorrow at 8am and 7pm, Sunday at 2pm and 9pm, and Monday at 1pm and 7pm.  Kind of a relaxed event for me with no Primary challenge, but I am glad to be included and look forward to the conversation.Tomorrow is the first parade of the year…Scandinavian Days in Story City…Let’s go!

Short Supervisors meeting today…Wayne is out of town, Strohman ran meeting.  One week until the Primary, going to be very interesting to see how it goes.  Clearly the status quo contingent of the Democratic Party has chosen to attempt to run Strohman and his ideas for better government out of the Party.  I think it will be close.  In my door knocking (of reliable voters), I am amazed at the support that Strohman is getting from outside the core.  We will see next Tuesday.

Good meeting of the Supervisors today. A presentation from a business development just south of Huxley was well done. If they get $$$support for road improvements from the Supervisors I will be shocked. Second presentation was on the Fieldstone development off North Dakota just outside of Ames, asking that the staffs of the County and Ames get together to provide some clear direction on what is acceptable density (County says one thing...Ames says another). The business community is ready to bloom in Story County...it is time for the County to do its part.

Tuesdays are always fun for me.  Today, I spoke to the Supervisors during the public forum.  I informed them that the 8 minute audio of their April 13 Meeting on my website had been accessed and listened to 1261 times since I posted it on the 15th (which has climbed to 1287 as I write this).  I believe that the level of interest in the audio clearly demonstrates that the citizens of the County would like more access to the actions of our Board.  I asked that the Supervisors strongly consider making the audio of all meetings available to the public on the Story County website.  There would be no ongoing cost to the County and it would help lift the veil of secrecy that we currently seem to have.  I did not get any response to my request during the meeting, but Supervisor Clinton did thank me for bringing this to their attention.

 

I hope that they will consider this simple action but I am not optimistic…more to come

At the Story County Emergency Management meeting this evening, I got to sit next to Supervisor Halliburton and had a truly enjoyable conversation about past actions of our Emergency Management team, we looked at photos of past disasters and discussed her shoes.

 

At the conclusion of the meeting, as we were walking out, she said that I needed to reevaluate my campaign strategy because she was not running, and therefore I did not need to be “beating” her up on my website.  I replied that I did not see questioning her involvement in (what I see as) poor procedures and ineffective operations as “beating her up”, but rather as clearly demonstrating the differences that I have with our current process.

 

While there may be some candidates who are, I am not running for Supervisor Halliburton’s 8th term.  That said, I would be remiss if I did not state my continued admiration for Jane’s long service, her work in Conservation, Mental Health, Geo-Thermal, Emergency Management and many other items and issues the last 25 years.  There is no doubt that whoever is fortunate enough to win the election on Nov 2, will have some very big shoes to fill.

 

I will continue to point out areas of disagreement with our current Board, but hope that it will be taken in the spirit intended.

As always, my morning with the Supervisors was interesting and enlightening.  At the conclusion of the Board meeting, Supervisor Clinton asked to visit with me.  We went to his office and had a very cordial, open and frank discussion about several issues for about an hour.

 

Our conversation started with Wayne sharing his concern that my commentary on the April 13th BOS meeting (below) and the audio clip attached do not note that at the conclusion of the meeting, Wayne took time to apologize for “losing his cool”.  I told Wayne that I would include that info from this point on.

 

Our second topic was a discussion on Supervisor Halliburton’s reference to the May 12 Board action approving a Memorandum of Understanding with Ames and Nevada as somehow being relevant to the issue of open meetings referenced below. In this case, she refers to an action that has absolutely no relevance at all to the issue at hand…i.e. approval of the expenditure of $3,000 from the CEC, so that she can claim that everything was done appropriately.  We must do better for the people of Story County.

 

Lastly, Wayne and I discussed the use of “acknowledge” and “affirm” in reference to Supervisor actions.  It is a tool used by our Supervisors to allow a single Supervisor to take an action obligating the Board to something without the issue ever being discussed or approved by the entire Board.  There are some very limited circumstances where it may be absolutely necessary for the Board Chair to take action in lieu of full Board participation, but even then, an emergency meeting of our FULL-TIME Board of Supervisors would seem the better course of action.  According to the State Auditor’s office, Story County is the only county in Iowa using this method.  It is bad procedure and I hope that our current Supervisors will cease its use.

 

Like I said at the beginning, our conversation was very cordial, open and frank.  I do not believe that we agree on many issues, but I also don’t think that we are that far off on some.  I do appreciate his willingness to spend the time discussing our thoughts and views.

Here is a synopsis of what is going on:

A motion has been made to pay an unbudgeted claim for $3,000
·         Strohman refers to a meeting where the Supervisors were informed of a grant being obtained for this project, and his recollection was that it would not cost the County any additional money
·         Halliburton’s recollection was that it would cost the County some $$$
·         Strohman asks to review the minutes or recording of the meeting
·         Clinton loses his cool toward Strohman
·         The Sheriff notes that a meeting occurred in late July to “inform” the Board
·         Strohman asks again where approval was granted to expend funds on this project
·         Halliburton attempts to shut Strohman down by telling him that no decisions were made in this off the books meeting, therefore no record of the meeting is necessary
·         She continues that all decisions were made in a Board meeting
·         Strohman asks when the Board meeting that Halliburton is referring to occurred
·         Halliburton says “May” (in fact the issue did not come up until July, and then never in a public meeting…as all 3 Supervisors know full well)  
·         Strohman says that he would love to see the minutes (that they all know do not exist)
·         The vote is called (passes 2-1)
·         Halliburton decides to take one more swipe at Strohman and tries to turn it all into a Strohman vs. the Sheriff rather than an improper meeting issue
·         Strohman counters that in his mind this is entirely about Halliburton and Clinton making decisions to spend funds at meetings that were not held in public
·         The rest of the discussion is Clinton and Halliburton attempting to justify and explain how nothing out of the ordinary occurred, and this is how they conduct business all the time…

The sad part of all of this for me is that it is business as usual.  From my perspective, this has nothing to do with the Sheriff, but everything to do with the Supervisors.  They continue to try and walk that thin line between “administrative” duties and matters for the public and missed badly in this case.  What’s worse, they all are clearly aware that a mistake was made, but only one of them will admit to it.

We have to start to live up to the SPIRIT and INTENT of all open meeting laws…clearly we do not do it very well right now.

Supervisor Clinton rightly asked that I be sure to include the fact that at the conclusion of the meeting he apologized for losing his cool.  He did.

After a week in Cincinatti for the NAIA National Convention, I returned to the politics of our County Supervisors this morning.  As soon as I get the audio tape of the exchange between Clinton/Haliburton and Strohman. I will post it here for everyone to hear.  There is no way I could do it justice, so I will simply wait until I have the actual audio.

The Tuesday morning meetings of the Supervisors always energize me.  Today, three things stick out in my mind…one positive, one concerning and one comment that leaves me shaking my head in amazement.

First, the concerning item – County Engineer, Darren Moon (who does a GREAT job) presented a draft of the 5-year Road Construction Plan that must be finalized and approved by the Supervisors by April 15.  We continue to underfund our ongoing road construction needs.  Simply put, we have 210 miles of paved County roads…if we resurface/repair 7 miles per year, then it will take us 30 years to complete the circuit.

Unfortunately, we do not consistently budget to handle that mileage, and we continue to fall further and further behind.  Future bonding is not an appropriate answer.  We must start budgeting to realistically address our needs without passing the problem (or cost) to future generations.

Second, the positive item – Facilities Manager, Al Hahn (who also does a GREAT job) presented an update of Story County’s Green (environmental) Initiative.  The fact is that Story County is absolutely a nationally recognized leader and innovator in Geo-Thermal use and energy savings by a public entity. Al Hahn and Leanne Harter have worked really hard on this program, and Jane Halliburton’s leadership and vision on this issue is something that we should all acknowledge and appreciate. If we would apply the same creativity, innovation and dedication to our budgetary shortcomings, imagine the progress we could make.

Finally, the head-shaker – At the conclusion of Al’s outstanding power point presentation, Supervisor Halliburton pointed out that “members of the public need to understand” that without the $1500 trip that Al took in the late 1990’s, we would not have been able to become a leader in this area…implying that somehow one trip justifies the excessive dollars we spend annually on travel (three times more than we budget for Economic Development activities) and that there were no other methods for Al to get the information.  Amazing!

We must work to reign in the tax and spend mentality that prevails today.  The simple fact is that all government spending ultimately comes from us…either directly via taxes and fees, or indirectly via costs of good and services…spending MUST BE CONTROLLED.  To be clear, I firmly believe that Government is a vital, necessary part of our wonderful way of life, but it must be limited and monitored continuously.

As Thomas Jefferson once said, “Any government big enough to give you all you want is also strong enough to take all you have”.  Please join me in ensuring that our Government never gets that big or that strong.

Joint meeting (in the beautiful new Roland Community Center) of Roland’s City Council and EDC, Story City’s Council, EDC and GCC, and the Roland-Story School District, as well as Story County.

 

It was a fantastic opportunity to learn about the issues facing these groups and the opportunities for success.  The meeting underscored for me the importance of true collaboration between entities.

 

Story County must do a better job supporting and assisting in the efforts of our communities and townships.

Interesting Legislative  Lunch  (hosted by Ames Chamber) with two of our Supervisors.  In what could easily be called “A Tale of Two Supervisors” we learned that:

·         either the Board has the power to hire a County Manager (Strohman) or the code “sort of” requires a vote of the people (Halliburton)
·         since 1996, property taxes in Story County have not gone up “one cent” (Halliburton), or they have gone from $12 mil in 1997 to $20+ mil in 2010 (Story County Budget)
·         funding for ASSET has not increased because of issues caused by the Farm Bureau’s challenge of the County Budget (Halliburton), or because two Supervisors decided to spend money in other areas (Strohman)

Bottom line is that Supervisors Strohman and Halliburton do not agree on very many (if any) issues.  Strohman seems to feel that we need to improve and Halliburton seems to think that everything is fine as it is…Interesting meeting.

Great meeting last night with HBA…State Auditor David Vaught spoke to the group about the major budgetary shortfalls we face here in Iowa.  Sadly, we are about $500 Billion upside down due to very poor decisions since 2007.

Government cannot be all things to all people…it has to prioritize and then be willing to make the hard choices.  This is applicable at the Federal, State and Local levels.

In the FY11 Budget just passed by the Supervisors, there are:

                                $34.7 Million in budgeted revenues

 

                                $40.2 Million in budgeted expenditures

 

Meaning that we are planning to spend $5.5 Million more than we are bringing in… HOW DOES THIS MAKE SENSE???

There are times that I wonder if we (as a Country) have gotten so far off the original track laid out by our Founding Fathers, will we be able to get back…then the optimist in me takes over, and screams that we have the opportunity NOW to demand that government be more responsive to the citizens.

The answers are simple (but not easy):

·         We must control spending

·         We must eliminate operational debt…no more budgets that project higher expenses than revenues

·         We must reduce the size and intrusion of government and demand that it grow no faster than inflation (and should roll back all excessive growth in the last 10 years)

·         We must insist that all decisions and actions occur in the full light of day…meaning no back room deals!

·         We must reaffirm that the principles on which America was founded…individual freedom, state’s rights, limited central government and citizen politicians…are still our primary goals today.

 

Please join me in the effort to bring common sense back to government…identify candidates who are committed to smaller, more open and more efficient government.  Candidates who believe that Elected Officials are responsible to the will of the people and that each generation is responsible to future generations.

 

Once you find those candidates, commit to work for their election.  The answer is simple, but not easy…WE HAVE TO TAKE BACK GOVERNMENT.

Last night, our Supervisors passed the FY11 Budget for Story County by a 2-1 vote.  Once again, a majority of the Board has demonstrated a disregard for proper budgeting practices, fiscal restraint and the tax payers here at home.

The fact that during the worst economic situation in a generation, our Supervisors have raised local property tax payments by over 12% in two years ($1.75 MILLION in 2009-10 and an additional $800,000 in this budget) is not only irresponsible, it also further damages families and those on fixed incomes at a time when household earnings are decreasing and every dollar must be stretched as far as possible.  Supervisor Strohman's stand last year and last night against this mismanagement by the Supervisors is commendable, but sadly ineffective in securing support from the other Supervisors.

This is not a new issue as we have been budgeting to outspend revenues and increase taxes for many years.  Since 1997, property taxes have increased 72%, far outpacing inflation (35%), household income (22%) and Story County's population (12%) during the same period.  When you also consider that Story County ranks 98 out of 99 counties in home ownership (58%), it means that there are fewer and fewer people paying more and more taxes to a government that is increasing spending at unsustainable levels.  IT MUST STOP NOW!

The budgeting process for next year MUST recognize the simple fact that Story County spends too much...we cannot ignore the problem any longer.  We are already underfunding necessary progams (ASSET, local libraries, etc.) and services (road repair, basic maintenance, etc.).  We must identify all waste and unnecessary spending, and make immediate improvements in our process.

On November 2, 2010, Story County residents will have the opportunity to elect 2 members of the Board of Supervisors who, if so inclined, will be able to begin to correct the fiscal mess in Story County.

I am committed to that cause and will absolutely demand that we make the necessary decisions to get Story County back on the right track.

Today our Supervisors set the "working" budget to be sent for publication.  Both Lauris Olsen (Amesnewsonline.com) and Jennifer Meyer were present so it will be interesting to get their take.

Simply put - our Supervisors continue to put off the tough choices.

With the exception of Mental Health funding, we have all necessary information to finalize our budget, but the Supervisors will not take definitive action and are leaving our Elected Officials and Department Heads in limbo regarding available dollars in the FY11 budget AND the final 3% in this year’s budget…meaning they are unable to effectively plan and project for the completion of this fiscal year and the start of the next.

So, going out for publication (with final approval on March 11) our budget will:

Have a 2% across the board “cost of living” wage increase for all County employees
Increase property taxes (based on valuations) by 5.14%
Increase the Rural Basic Levy Rate by 7 cents (per $1000)
Project an Ending Fund Balance of 19% in the General Fund (we like 25% and our
Bond rating is in jeopardy if we come in under 20%)
Project an Ending Fund Balance of almost zero in the Mental Health Fund.

It is important to note that the final approved budget may be lower than what is published, but cannot be higher, so this is a worst case scenario.  My major issue continues to be with the process itself and the irresolute nature of the Board itself.

Only 12 days left until the Story County FY11 budget goes out for publication and there are still more questions than answers about where we stand.

This week four different people asked the Supervisors for direction, clarification or at least a timeline to help them in the creation of their area’s budget:

On Tuesday, Deb Schildroth (Director of Community Services) presented information on the dire fiscal situation facing the Mental Health budget and asked for guidance on how to resolve the major shortfall. 

On Friday, County Attorney Stephen Holmes requested an additional administrative position to enhance the County’s ability to collect fines, fees and restitution imposed by our Courts…$9 million is currently outstanding and other counties who have implemented a similar program have seen collections jump dramatically.
Also on Friday, County Sheriff Paul Fitzgerald sought direction from the Board on when he (and other elected officials and department heads) would be informed of the resources allocated so that the necessary decisions could be made in finalizing budgets.

On both Tuesday and Friday, Lisa Markley (Assistant Auditor) repeatedly informed the Board that she was at a point that she cannot do much more until the Supervisors make some basic decisions on target goals for:

Expenditures
Ending fund balance %
Staff raises (currently targeted at 2%)
Furloughs (mentioned several times by Supervisor Clinton)

All four who came before the Board got the same basic response…we’ll get back to you.  With one Supervisor gone next week (Halliburton to Washington D.C.), there will be limited budget activity and no decisions made before February 16.  That is just two days prior to sending the Budget Notice to our local media.

I believe that our current budgeting process is not adequately serving anyone:
We have no published comprehensive goals or priorities
Elected officials and departments heads get limited direction from the Supervisors
Too many issues that should be decided early in the process drag on too long

RE: Story County Budget FY11 – Meeting #1 – Monday, January 11, 2010 – 8:15am (rescheduled from Thursday, January 7, 2010 -1:00 pm)

As the Story County Supervisors prepare and approve the FY 2010-2011 Budget over the next 3 months a series of important meetings will be conducted over the next 10 days in the creation of the final document.  I plan on attending and observing as many of these meetings as my schedule allows and will keep notes to inform as many people as possible as to the direction and conversation surrounding our tax dollars.  (My commentary is in blue)

Approximately 20 people were in attendance at the meeting and included Elected Officials, Department Heads, County Staff, members of the public and one Media Person (Lauris Olsen of AmesNews Online.com).

Assistant Auditor Lisa Markey (who does an outstanding job compiling the data and explaining the big picture) told the Board that an additional $757,000 in local tax revenues would be realized based on an (average) increase in valuations of 5.14% (do you feel like your house is worth 5.14% more now than it was a year ago???).  Supervisor Strohman questioned the increase in taxes, but there was no discussion from the other Supervisors.

Wages – A 2% raise for all non-union Story County Employees is factored in at this point.

General Fund - The Board will need to cut expenses, or raise additional revenues totaling (
another) $500,000 to end the General Fund balance at 20%

 

 

I had a great weekend.Parade and festival in Zearing, car show and street party in Gilbert, Sunday breakfast with FBA and a lot of positive feedback while door knocking.The shift from the summer campaign to the fall push is getting close.We host our first fundraiser (At Paul and Linda Livingston’s house on Tuesday at 5pm) and I get to judge the bucket calves at the Fair on Tuesday morning.

Mental Health Fund – is projected to have a negative fund balance closing FY10, and in order to finish at a 2% ending fund balance, an additional $800,000 will have to be cut (or found).

 

Supervisor Halliburton asked for clarification of how L.O.S.T. (local option sales tax) revenues were estimated when we do not know the actual amount forthcoming until after the budget is established.  Markley explained that she uses the same amount as we budgeted for FY10 in the calculations for FY11 ($1.8 million).

 

Supervisor Clinton closed the meeting by stating that he was struggling with the idea of cutting some budgets, while increasing others, and seemed to say that he felt we should not award additional dollars to any group (ASSET?) if we were also reducing a County sponsored program.

 

My major question and issue with our current process remains the method for identifying the comparative value of programs and services to the people of Story County.  The idea that all existing programs and services are equal in value is mistaken and the method of “What did you spend last year and what do you need this year” currently employed by the Supervisors in building our budget is perfunctory and does not accomplish the goal of maximum return on tax dollars invested in programs and services.   

 

In 2009 as we faced the worst economic conditions in a generation, the Supervisors raised our taxes $1.7 million

This year, the Supervisors once again increased taxes by over $800K!!!

Our Supervisors continue to overspend, under-represent and take no responsibility
